About Anne Moses, Ph.D.

Anne Moses is a nationally recognized leader in social change, with more than 25 years of experience spanning the nonprofit, political, philanthropic, academic, and government sectors. A strategic thinker and bold executor, Anne is known for building high-impact institutions from the ground up and partnering with organizations to sharpen their mission, deepen their impact, and scale for sustainable growth.

Anne is the founder of IGNITE, the nation’s largest political leadership organization for young women, which she grew from concept to a national movement. Under her leadership, IGNITE expanded to over 40 states and trained more than 10,000 young women each year. Anne secured funding and partnerships from some of the nation’s most prestigious philanthropic institutions and positioned IGNITE as a national leader in closing the gender gap in political leadership. Her efforts were recognized by the Equality Can’t Wait Challenge, where IGNITE was selected from a pool of over 600 applicants for a multi-million-dollar award funded by Melinda French Gates and MacKenzie Scott.

Prior to launching IGNITE, Anne held senior leadership roles at EMILY’s List and Emerge America—two of the most influential organizations supporting women’s political leadership in the U.S. In these roles, she developed strategic frameworks and operational systems to accelerate candidate development and organizational growth.

Anne began her career as a policy researcher, serving as Principal Investigator for major federal, state, and local evaluations on issues such as welfare reform, public health insurance, and social services delivery. Her research informed the implementation of evidence-based policy across multiple states and gave her a unique ability to bridge data, strategy, and systems thinking—an approach she brings to every client engagement.

As the founder of Anne Moses Consulting, she works with nonprofits, political organizations, and philanthropic institutions to clarify strategic direction, diversify revenue, design meaningful programs, and measure impact. Her clients include foundations, national networks, and grassroots organizations working on the frontlines of gender equity, education, civic engagement, public health, climate justice, and more.

Anne’s expertise has been featured in major media outlets including CNN, The New York Times, The Hill, NPR, Marie Claire, Bustle, Cosmopolitan, and Refinery29. She is also a seasoned speaker, educator, and facilitator, having served as adjunct faculty at the Mills College Lokey School of Public Policy from 2011 to 2018.

Anne holds a Ph.D. in Social Welfare from the University of California, Berkeley, a Master of Social Work from New York University, and a B.A. from Middlebury College. She lives in San Francisco with her family and continues to champion equity, innovation, and women’s leadership in every facet of her work.
